Problem with Permission System

Hello,

I'm not a noob in the permission system, I use advanced settings, I know how it works and that sh*t....

But I'm not following right now: I give Admin 70 powers by Group Member Add Power, I say most groups NEED 50 power, and my Admins cant add those groups to people... Someone that can help me?
