Channel Admin move other to own channel

Hi so i was wondering is it possible to have a Channel Admin to move other people on the Lobby Area to his OWN Channel (which is granted Channel admin)

tried to make GUEST SERVER GROUP & channel group needed move power as 0(channel admin move power is 15) still stuck at insufficient client permissions (failed on i_client_move_power)

any help?
