Server is viewable, but can't connect, please help!

Hey guys, i'm in need of help. I've been hosting a TS3 server for me and my freinds for soon a year. The server has been running through a home server, which worked great. With me moving out, my dad wanted me to take the server with me...which i did. With me buying internet from my new provider, problems followed :/ My test server is viewable, but i cant seem to connect...

I've hosted a test server called PETERS_TEST SERVER (IP 85.218.241.56). The server has the following ports openend:

and i have opened my firewall ports too..but without luck... :( Can anyone help?
