Manage the rights (ban and kick)

Hi,
I have a Team Speak server and I have some problems to manage the rights for who can kick/ban who.

I'm Zirk and I'm trying to ban thephv1FR.
Here the permissions :

But when I try to ban him, Team Speak say :
<20:09:08> insufficient client permissions (failed on i_client_needed_ban_power)
