Channel group add Power

hello guys,

i have a question. If you can answer in german, but englisch can be too.
I want that the channel admin of a channel, can give other users channel groups but no server groups. Also i have the Channel Admin and i give another User the Operator but i cant give him Server groups. That i want and i know that it works. See it on GommeHD.net.

I hope any can help me.
