Powers are set, but can't use them.

This has been confusing me for a few hours.

On this Teamspeak server, I have a load of groups with their permissions the same as this:


As you can see, their required give and take permissions are set at 60.

Here is another group - one that should be able to hand out these groups, so I gave them the give and take permissions of 60



Yet, they are unable to give the groups out to people.

Now, here is an interesting twist. The Guest group, with no give, take or needed group permissions at all, is able to give one of two groups?


(These are the groups that can be given)
