Channel Admin asigns channel group

I am trying to allow a Channel Admin to assign people to a channel group that has no talk power or poke power. I set the Channel Admin's Group Member Add Power to 50 and the target group I want the Channel Admin to assgin I set it's Needed Group Member Add Power to 50 but for some reason the Channel Admin still can't add anyone to that group at all. :confused: I tried uping the Channel Admin's Group Member Add Power all the way to 74 and he still couldn't set it. The Channel Admin could only set someone to the target channel group once the Group Member Add Power was set to 75, (the same as a server admin) but then he can also set himself as anything including Server Admin. What am I doing wrong here? :confused::confused::confused:
