Detailed welcome msg

hi, I already used the search function and couldn´t see what I search for.

I´ve entered a server a few days ago and saw something which I think is interesting.
I was suprised by a welcome msg with something like this:
Welcome user "usename"
Your country is ""
Your Ip is ""

Does anyone knows how can i achieve this?
