Security level increase form 34 to 36

I have been running this level upgrade for 11 days now and have given up
The green bar that moves across the window stopped after a day, but I have let it run in the hope it was still working and would complete. Task Manager says it is. I have given up and loaded new lev. 3.0.18.1
Is this normal or am I doing something wrong??
