Need Help whit "insufficient client permissions"

hi im renting a TS server and have made a cupple of Admins whit diffrent rights but are running in to
"insufficient client permissions (failed on i_client_needed_permission_modify_power)"

This is the permission overview whit all the Server Groups !

I really need same help Reconfigure these Persmrrions so that it works a it should..

The Admins whitch should have the Rights to Promote/demote:

Commander "Highest Admin Permisson (After Server Admin)(Should have the power to promote Up To Sub)"
Sub-Commander "Second Admin Rank (Should have the power to promote up to Officer)"
Officer "Third Admin Rank (Should have the power to promote up to Officer)"

Non of them can Promote/Demote Atm but the should be able to...

Normal Users Permission rank whit no Create or Modifying Power

Medlem(Member)
Recruiting Officer
Feild Commander
and so on these are the same whit only Diffrent meaning..

Only 1 of my current Admins witch Have
Sub-Commander
Officer
Medlem
Feild Commander
Artillery Officer
Pub Member
3k Wn8 for 30days and nights

Are able to Promote up to Officer and all the Normal User Permission
But no one els exept me witch have Server Admin..

Plzz Someone help me...
