Windows tower wont let me on teamspeak server

hi all. i have confused alot of people with the fact i cant connect to TS on my tower. I can connect to TS on my mobile devices and have posted using the IP on my device:

Please help, i know i can connect to TS through my ISP as my device does but it would be nice to play games and be able to listen to them too.

Also i have gone to my firewall and allowed TS through, i have also had someone come and put the ports open throughout the system (the ones TS uses).
