TS - Ban System

Hey so I want to ask a question about the ban system. As you know TS bans are IP bans and identity bans. But, people are changing their IP with a VPN and they are creating a new identity, so they keep coming back to our servers and disturbing others. Is it possible to change the ban system maybe? or maybe something else I dont know. But you should know that this ban system is not working and no one in our TS is pleased of that.
