Some server groups cannot give other server groups

So this might be hard to explain, but I am the Owner group of my server and I obviously have all the permissions, it is the master group that came with the server but I changed it around of course. As you can see in the picture my Admins have 60 power, I have 75, Co-Owner has 70, Head-Admin has 65, Admin has 60, and Helper has 55. But for some reason the Admin is still able to give someone Owner, and scattered around groups including all of the Provoked tags and the first 5 random tags. I don't know why this is happening I really need some help.
