Create channel problem with 3.0.19 on first connection to a server as SA.

With 3.0.19 when I first connect to a server I'm an administrator on (have crate channel permissions) I found that I cannot create a channel. I have found 2 ways get create channel button to enable, first is to disconnect and reconnect to the server. Second, is to go into Set Groups window and add and remove any group and close the window. Seams like on connect it is using locally cached permissions to enable/disable the create channel button, but on first connect there are no permissions cached when it checks.
