This appears to be a routine matter, i.e. a contingent of troops to replace those already on the ground.

The Department of the Army announced Wednesday that 450 Fort Hood troops will deploy to Kuwait to “synchronize military activities against the Islamic State and the Levant.” The deployment is part of a routine rotation to replace troops already on the ground, Pentagon spokesman Navy Capt. Jeff Davis said Wednesday. The troops from III Corps headquarters will serve as the headquarters for the Combined Joint Task Force Operation Inherent Resolve and “will lead a regional campaign of coalition and international partners,” the Army said.
