HELP!! I Can't Connect To My Own Server!!

Someone Please Help Me!

So I have downloaded the server contents and opened the ts3server_win64.exe and I copied all of the contents in it and saved it into a text document. Then I Port Forwarded it with the ports: 9987 UDP, 30033 TCP, and 10011 TCP. Then the first time I was able to connect, then it never worked again. I had the ts3server_win64.exe open when i try it and it just doesn't work, I've tried everything PLEASE HELP!!!
